A New Beginning for Our Transportation Sales Tax

Charleston County is exploring a future extension of the Transportation Sales Tax (TST) to improve quality of life and meet the region’s growing mobility, greenspace and infrastructure needs. The County is taking a fresh community driven approach to this effort.

Why It Matters

The TST has delivered billions of dollars in roadway improvements, transit investments, and greenspace projects across the County.

Early Framework

Council has received a conservative revenue estimate from the South Carolina Revenue and Fiscal Affairs Office of $4.25 billion over 25 years for a potential program.

On September 25, 2025, Charleston County Council’s Special Transportation Sales Tax Committee, adopted an initial draft of potential investment categories to help guide conversations:

Roadway Infrastructure
pavement upgrades, rural road safety, intersection improvements, congestion relief
Public Transit
CARTA and continued development of Lowcountry Rapid Transit
Greenbelt
protective land purchases, new parks, waterway access, greenspaces
Bike & Pedestrian
closing gaps in sidewalks and bike paths, improving safety
These categories are starting points only. Community feedback will shape the final plan.

Council's Direction

On September 25, 2025, County Council directed staff to:

Gather input from residents, municipal partners, and stakeholders on the draft investment categories and any missing elements.

Review past TST projects to identify unfunded or underfunded projects for possible inclusion.

Report back in roughly 90 days with public input, recommended carryover projects, and proposed targets for funding categories.
